Gov. Arnold Schwarzenegger signed legislation Aug. 10 to move the $11.14 billion water bond to the November 2012 ballot

The Safe, Clean and Reliable Drinking Water Supply Act is an $11.14 billion general obligation bond measure now targeted for the November 2012 ballot. If approved by voters, the measure would provide funding for California's aging water infrastructure as well as projects and programs to improve water supply reliability and ecosystem health in the Delta."

Currently, 2.5 BILLION people do not have sanitation.  In undeveloped or emerging countries, 90% of waste water is dumped into lakes, streams and rivers---which they also use for their drinking water.
